Residential Customers:
To begin new water service, please call Customer Service at 972.721.2411. When you call you will be asked to provide:

You may also be required to show proof of residence at this address.

You do not need to be present at your home when your service is activated as long as all faucets are turned off at the residence.
 

If your water meter is running when the technician turns it on, the water will be shut off to protect against potential leaks that might damage your property. If this happens, a notice will be posted on the front door requesting that you contact Customer Service so we can return to connect the water when someone is home.
 

Commercial Customers:
Commercial accounts must be set up at 825 W. Irving Boulevard. When applying you will need to provide:

Deposit Information:
The deposit for residential customers is $50.00. This will be on your first bill.

Deposits will be waived if you are 65 years of age and meet all other requirements, or if you currently have (or have recently had) an existing account and meet all other requirements. Call for application.

Once you have paid your deposit, you are eligible to have your deposit applied to your bill if you do not have more than two late payments during one year, (a year being a period from September 1st through August 31st of the next year). This credit will be applied to your utility bill no later than December 1st following the end of the one year period.

Water Utility Bill:
Each customer is mailed a monthly water utility bill that includes charges for water consumption, sewer treatment, garbage pickup, (plus sales tax), and storm drainage. There is also an option to make a tax-deductible $1 donation for park land acquisition.

Paying the Bill:
If you have a problem with your bill, you can come by Water and Wastewater Operations & Maintenance’ Customer Service Division located at 825 W. Irving Boulevard or call 972.721.2411.

Payment is due 15 days from the date bills are mailed. Acceptable forms of payment are cash, personal checks, money orders, and major credit cards. Payments can be made:

• By mail

• At the customer service counter in the Civic Center Complex at 825 W. Irving Boulevard

• At the express drive-through and drop box stations located between the parking garage at City Hall and the Central Library

• At Fiesta Mart, located at 975 Irving Boulevard, (only payments that are not past due will be accepted)

• By monthly bank draft (click here for details on the Bank Draft Plan or call Customer Service)

The City now also offers online payments. Customers can access this payment option by using their account number, provided on their monthly statement, and a personal identification number (PIN), mailed to all existing customers when this payment option was implemented. New customers can expect to receive their PIN within 30 to 45 days of establishing services. Payment types accepted are Discover, Visa, MasterCard, and ACH Check. Online Water Bill Payment

Late fees are applied after 5 p.m. on the due date printed on the bill. If payment is not received by the due date on the second bill, the account is subject for termination of service.

Sewer Charges:
Sewer charges for each residential and commercial customer are determined each year on the basis of the average monthly metered water consumption for the winter months of January, February and March. These are the bills received by customers during the months of February, March and April. The new winter month average will become effective with the bills mailed after April 30th of each year.

The monthly sewer charge for new residential and commercial customers will equal 80% of the actual monthly metered water consumption until the winter month average is determined. The maximum fee will not exceed $20 per month until the winter month average has been established.

Arrangements:
If a customer is unable to pay their bill in a timely manner, the City of Irving will allow for a payment plan to be arranged, up to twice a year. Arrangements can be made in person at 825 W. Irving Boulevard, or by fax at 972.721.3733. Payment Arrangement Form for fax.

Why Water Costs Money:
Some people have an idea that water is free. Rain is free, if you set up a container outside to collect it. You can also get water from a river or lake for free, but you have to go to the river or lake to get the water and bring it back. This takes time and effort.

Your water system does this for you. It collects water from wells, lakes, or rivers and strains and purifies the water so that it is safe to drink. Then it pumps and stores the water in large towers or storage tanks so it will be ready for you to use when you want it. The water system also has to put the pipes that bring water to your home underground. They also have to provide fire hydrants so water is available to fight fires. In addition, water meters must be read. Metering is the only fair way to determine how much water each family has consumed and how much they should pay for water service.

Who can apply?
All customers with satisfactory water bill payment records are eligible for the bank draft plan.

What are the advantages?

How does the plan work?
You will receive your monthly City of Irving water utilities stub marked "paid by draft" in the mail approximately 10-14 days before the bill is to be deducted from your checking or savings bank account. Your bank will then deduct this amount and forward the payment to the City of Irving. For future reference, you can refer to your water service utility bill stub and your bank account statement.

Is there a fee for this service?
There is no charge for the City of Irving's bank draft plan and you may drop the plan any time you wish by notifying the City of Irving in writing.

How do you apply?
Simply complete all the information on the Draft Authorization Form.  

To find the "Transit/ABA" number, call your bank or other financial institution. This number should have 9 digits. Attach a voided check or deposit slip from either your checking or savings account, and mail it to the City of Irving Customer Service Division, P.O. Box 152288, Irving, TX 75015-2288.

Once you send your completed Draft Authorization Form, please continue to send payments until you receive notification from the City of Irving.
