The mission of the Housing and Human Services Department is to preserve and revitalize neighborhoods by working in partnership with the community to achieve our shared vision of Irving’s future. The Housing and Human Services Department serves the diverse needs of residents through its participation in administering housing and community development grant programs funded by the U.S. Department of Housing and Urban Development (HUD). HUD provides eligible entitlement communities with annual grants that can be used to revitalize neighborhoods, expand affordable housing and economic opportunities and/or improve community facilities and services, principally to benefit low and moderate income persons. HUD determines the amount of each grant an entitlement community receives by a formula which includes the extent of poverty, housing overcrowding, age of housing and population growth lag in relation to other metropolitan areas. Specifically, there are three types of grants under the program for which the City is eligible; Planning and Development Block Grant, Home & ESG.
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Authorized under Title 1 of the Housing and Planning and Development Act of 1974, the CDBG Program provides eligible cities and counties of over 50,000 in population with annual formula-based grants. Grants can be used to revitalize neighborhoods, expand affordable housing and economic opportunities, and improve community facilities and services.
Funding received from HUD for CDBG activities or projects is used locally to meet priority community needs identified in the City of Irving’s Consolidated Plan. All activities carried out with CDBG funding must meet one of these National Objectives:
- Benefit low and moderate income persons;
- Aid in the prevention or elimination of slums or blight;
- Meet community development needs having a particular urgency (i.e., respond to a hurricane tornado or similar disaster.
Grant recipients must certify that at least 70% of HUD funds must be expended on behalf of LOW AND MODERATE INCOME PERSONS.
Eligible Activities
CDBG funds may be used for activities that include (but are not limited to):
- Acquisition of real property
- Disposition of property acquired with CDBG funds
- Public facilities and improvements
- Clearance activities (demolition and removal of substandard hazardous structures)
- Public services (such as child care, health services, job training, counseling, etc.)
- Relocation
- Housing services
- Homeownership assistance
- Housing rehabilitation
- Historic preservation
- Lead-based paint evaluation and reduction
- Economic development activities
- Neighborhood revitalization
- Energy conservation projects

Ineligible Activities
The general rule is that any activity that is not authorized on the above list or in the regulations is not eligible to be assisted with CDBG funds. The following section identifies specific activities that may not be paid for with CDBG funding.
- Buildings used for the general conduct of government
- General government expenses
- Political activities
- Purchase of equipment, including construction equipment, fixtures, motor vehicles, furnishings, or other personal property (unless part of a public service or grant administrative expense).
- Operating and maintenance expenses, including maintenance and repair of streets, parks, playgrounds, water and sewer facilities, neighborhood facilities, senior centers, centers for persons with disabilities, parking and other public facilities and improvements.
- New housing construction
- Income payments for subsistence (welfare payments)
Eligible Recipients of CDBG Funding
The City of Irving can award CDBG funding to non-profit organizations, for-profit businesses, or government agencies for carrying out eligible CDBG activities which meet national objectives and local priorities.

EMERGENCY SHELTER GRANT (ESG) PROGRAM

Authorized under Subtitle B or Title IV of the Stewart B. McKinney Act of 1987, the ESG Program awards grants to enable homeless individuals and families to move toward independent living as well as to prevent homelessness.
Eligible Activities
Eligible organizations may use ESG funds for:
- Renovation, major rehabilitation or conversion of buildings for use as emergency shelters for the homeless;
- Provision of essential services to the homeless (such as food, clothing, case management, child care, and other direct services);
- Payment for shelter maintenance, operations, rent, repairs, security, fuel, equipment, insurance, utilities, food and furnishings;
- Homelessness prevention activities.

ESG Program Requirements
Each agency receiving ESG funding must provide a 100% match to the ESG award from non-federal sources. The value of any donated material (food, clothing, etc.) or building, or any lease may be used; and the time contributed by volunteers may also be used at the rate of $5.00 per hour.

HOME INVESTMENT PARTNERSHIP (HOME) GRANT PROGRAM

The HOME Program was authorized under Title II of the Cranston-Gonzales National Affordable Housing Act of 1990. The purpose of the HOME Program is to expand the supply of decent, safe affordable housing for low and moderate-income families.
Eligible Activities
HOME funds may be used to:
- Provide home purchase or rehabilitation financing assistance to eligible homeowners and new homebuyers
- Construct or rehabilitate housing for rent or ownership
- Acquire or improve sites for affordable housing development
- Demolish dilapidated housing to make way for HOME assisted development
- Provide tenant based rental assistance
- Pay Relocation costs associated with HOME housing projects
- Pay soft costs related to HOME assisted housing projects
