City of Irving, TX

Irving operates under a council-manager form of government. Residents elect a mayor and eight council members to serve the city. All nine members are elected at-large, but Places 1, 2, 3, 4 and 5 are required to live in a certain area of the city. The mayor and council members in Places 6, 7 and 8 can live anywhere in Irving. Council members serve three-year terms.

Council meetings are held twice a month on alternating Thursdays, beginning at 7 p.m. Residents can speak on items listed on the agenda when that item is up for discussion. Public comments on items not posted on the agenda are accepted immediately following adjournment of the meeting. Upcoming programs or activities can be announced prior to the start of each meeting.

Gears was elected to a three-year term as mayor in 2005. He previously served as a member of the City Council from 1998-2004 and is a financial consultant. As mayor, he represents the city on various local and regional boards and committees, including the North Central Texas Council of Governments and the Metroplex Mayors Association. Thomas D. Spink was elected to the City Council in May 2007. He is the owner of an insurance agency and has 42 years experience in real estate, banking and securities.  
Beth Van Duyne, Place 2

Beth Van Duyne, Place 2

Van Duyne has been a member of the City Council since 2004. She is a research writer and serves on the council’s Public Works, Planning/Development and Legislative committees. Van Duyne is council liaison to the Health Board, Tax Increment Finance District Board, and Carrollton-Farmers Branch and Coppell ISDs. She is also an alternate liaison to the Parks and Recreation, Cable and Library boards. Meagher has been a member of the City Council since 2004 and serves as deputy mayor pro tem. He is a manager for United Parcel Service. Meagher serves as a member of the council’s Audit/Finance and Planning/Development committees. He is council liaison to the Cable Television, and Preservation and Redevelopment boards. Patrick was re-elected in May to serve another three-year term. He has served on the City Council since 1996, and is a retired public works director for the City of Irving. He is chairman of the council’s Public Works Committee and is a member of the Audit/Finance Committee. Stopfer was re-elected in May to serve another three-year term. He has been a member of the City Council since 1998, and is a retired automotive consultant. He serves as chairman of the council’s Planning/Development Committee and is a member of the Public Works and Legislative committees. He also serves as council liaison to the Museum Board and serves as a council representative to the Trinity River Corridor, Dallas Regional Mobility Coalition, and Regional Transportation Council. Smith is chairman of the council’s Legislative Committee and is a member of the Community Services and Planning/Development committees. Philipp was re-elected in May to serve another three-year term. He has been a member of the City Council since 1996, and is a business management consultant. Philipp is chairman of the council’s Audit/Finance Committee and is a member of the Community Services Committee. Philipp serves as council liaison to the Library Board, and the Irving ISD.
