In late afternoon of June 21, 2006, Elian Majano, his brother, his mother, and a friend of hers went to
Lively Park in Irving, Texas. Elian and his brother left the vehicle to play near the jogging trails while their mother and her friend remained in the vehicle. When their mother got out of the vehicle later to look for the boys, only the older brother could be located, and he had no idea where Elian was. Elian's mother and brother covered a large area of the park searching for him and also enlisted the help of numerous other persons in the park as well. Approximately 30 minutes to an hour later a 911 call was made to police stating that a child was missing in the park.
What occurred after the call was received;
Officers responded to the west side of Lively Park, accessed from Blaylock Circle, and immediately began looking for the child. The initial responding Patrol Sergeant arrived and requested all available units in the area to respond and assist in the search. After about an hour of intense searching, the Community Services Sergeant activated a call-out of the I.C.O.P.S. (Irving Citizens On Patrol) and several Youth Investigators as well. Tactical Officers and C.I.D. Investigators responded specifically to the addresses of known sex offenders in the area and checked those locations. No witnesses could be found who had seen Elian, and as darkness approached, over 200 volunteers from across the Dallas/Ft Worth Metro area began arriving to help search for the missing child. K-9 searched the heavy brush and jogging trails, and the Dallas Police Helicopter utilized their on-board F.L.E.E.R. (heat signature/night vision) equipment to check the drainage ditches and the park's heavily wooded areas. The child was not located. While the K-9 units checked the park again, civilian volunteers, paired with I.C.O.P.S. and police, searched every yard, structure, shed, and parked car within an approximate three square-mile perimeter. The search ended at 02:40 am and resumed again shortly after daybreak.
During the second day of the intensive search for Elian, teams continued to search the area previously covered and expanded the search area to approximately twice the previous size, utilizing manpower from numerous agencies and specialized search organizations, including of a team of bloodhounds from a nearby law enforcement agency. By the end of the second day of searching the area and interviewing everyone remotely connected to Elian and/or the park area, all logical reasons for Elian's disappearance had been excluded except for two completely opposing, yet harsh, conclusions. First, if Elian had fallen into a washed-out hole above a broken sewer main, that possibly would present a non-survivable situation. Second, if he had been abducted from the park by an unknown individual(s) with unknown intent and was possibly still alive, swift and certain action would be needed to locate him and remove him from harms way. After much discussion pertaining to the facts, circumstance, probabilities, and need for information the decided course of action was to issue a request for an Amber Alert, which was made and granted.
Simultaneous to the ground search and also following the completion of the ground search, an intensive exploration was being conducted that many were unaware of. It is described below;
Officers responding to the scene located an approximately 12 to 15-inch diameter hole in the ground on the west side. Because of the possibility that the child had fallen into the hole, the fire department was called and upon arrival widened the opening of the hole to accommodate the lowering, by rope, of a fireman in full gear with breathing apparatus. He reported there was no sign of anyone having been in the hole. The hole was determined to have been caused by a broken sewer main that had eroded the ground above it causing a ground collapse. While the ground search was being conducted the Water Department responded to the scene as well and provided specialized expertise in the search based on the possibility that the boy may have fallen into the hole above the sewer pipe. Public Works crews immediately began opening manholes and searching in the lines for any sign of Elian in the system. The time and distance to the various openings and the treatment plant were calculated, and proper authorities notified so that a vigilant watch could be made and screening process established to look for the presence of Elian and/or any sign of his clothing, personal items, or any indication that he may have fallen into the hole at the park. These efforts were continued for weeks after the initial disappearance even after all ground search efforts had been exhausted. A camera was run through the entire length of the sewer system from the park to the water treatment facility used in tandem with flush and vacuum trucks from manhole to manhole for the approximately five plus miles of sewer system in question. On numerous occasions specialized divers went into, and searched, holding tanks and various other points within the treatment system.
To date Elian is still missing and there has been no information received that has helped investigators further their efforts to either locate him or shed light on the circumstances of his disappearance. Although this may be considered a "cold case," it is by no means a "closed" case. Investigators continue to seek new information while regularly reviewing the known facts and information related to his disappearance.
