Assistant Chief Terry Zettle has been employed with the Irving Police Department since February 1982.  He has been assigned to the Patrol, Criminal Investigations, Internal Affairs, Tactical, Personnel, Community Services and Special Operations Divisions. Captain Zettle was promoted to Captain in October 1999  at which time he took command of the department's South Patrol Division.  He is a graduate of the 213th session of the FBI National Academy. Upon being promoted to Assistant Chief  his area of responsibility was the department's Field Operations Bureau.  Currently he is the Investigative Services Bureau Chief.

Professional Biography:

Assistant Chief Coulon started his career at the Irving Police Department as a patrol officer in 1993 after receiving his Bachelor's Degree from Baylor University. In addition to his time as a patrol officer, Assistant Chief Coulon has served in various supervisory roles in the North and South Patrol Divisions, Communications, Gang and Intelligence Unit, Vice and Narcotics Unit, and the department's Municipal Jail Facility. Prior to being promoted to assistant chief, he was the commander of the Special Operations Division, which consists of Tactical, Traffic, Vice and Narcotics Sections. Currently he is the Field Operations Bureau Chief. Assistant Chief Coulon received his Master's of Science Criminal Justice Degree form the University of North Texas and is a graduate of the Institute of Law Enforcement Administrations's management College.

Professional Biography:

Assitant Chief Jeff Spivey began his career with the Irving Police Department in 1986 as a public service officer. He became a police officer in 1988 and served as an officer in the Patrol Division, an investigator in both the Narcotics Section and in the Criminal Investigations Division. Jeff was promoted to sergeant in 2001 where he served as a front line supervisor in the Patrol Division, the Criminal Investigation Division, and in the Personnel and Recruiting Section. He was then promoted to lieutenant in 2005 and served as the jail section commander, a watch commander in the Patrol Division and oversaw the Property Section in the Criminal Investigation Division. In October 2008, he was promoted to captain and served as the division commander in the Technical Services Division and in the South Patrol Division. He was promoted to assistant chief in November of 2011 and currently oversees the Administrative Services Bureau. Assistant Chief Spivey holds a Master's Degree from Sam Houston State University, a Bachelor's Degree from Midwestern State University and is a graduate of the Senior Management Institute for Police sponsored by the Police Executive Research Forum (PERF), and the Leadership Command College at Sam Houston State University.
