The Planning and Research Division prepares population projections, performs census data analysis, conducts land use studies, maintains and updates the Comprehensive Plan, and communicates development policies and procedures to the public.

Planning and Research

The Planning and Research Division continuously monitors and tracks changes occurring in the community including:

  • Housing
  • Neighborhoods
  • Development
  • Economics
  • Demographics

The Planning and Research Division also coordinates future development plans for the city. The staff works with the community to develop and implement community goals. The Comprehensive Plan, maintained and updated by the Planning and Research Division, is the key document involved in working toward these goals.

The Comprehensive Plan was adopted on February 25, 1997 and readopted on April 2, 1998. The Comprehensive Plan is a guide for decision makers. It is a statement of community values, ideals and aspirations about Irving's existing and future environment. In addition to describing the community's view about its future, the Comprehensive Plan also describes implementation strategies and actions necessary to achieve desired results. The Plan uses text and diagrams to establish policies and programs to address the many issues facing the City. Consequently, the Plan becomes a tool for managing community change to achieve the desired quality of life in Irving. The Comprehensive Plan is in the process of being updated.
