Biographical Sketch

     Troy Kelley, a 1966 graduate of the University of Texas at Arlington and long-time Irving resident, built his career in real estate investment and appraisal.  In 1974, he opened Troy Kelley Real Estate in Irving.  He also worked with Associated Tax Services and served a two-year term on the first Dallas County Appraisal District Board from 1979-1981.

     In addition to his business activities, Mr. Kelley has been active in church, civic, and service organizations.  He served as the finance chair of the Irving YMCA, as well as volunteering as a baseball coach.  He was on the Citizens’ Advisory Board of the University of Dallas and also served as the vice-president of the Irving Chamber of Commerce and as a director of the Irving Rotary Club.

     In 1972, Troy Kelley sought and won a three-year term on the Irving Independent School District Board of Trustees.  Mr. Kelley was re-elected three times and served a total of twelve years on the board.  During his terms in office, the IISD enlarged its special education program and established a career education program and a deaf education program.  The board also approved positions for full-time nurses and librarians at each school in the district.

     Mr. Kelley is also active in the Fellowship of Christian Athletes, in which he served as the president of the local adult chapter.  In the early 1990s, Mr. Kelley founded LINKS, INC., a nonprofit organization designed to help facilitate the adoption of neglected orphans in post-Ceausescu Romania.

Series Description

The Troy Kelley Papers are arranged in five series:

Series I.  Campaign Material, 1978.   .05 linear ft.  (2 folders).
Fliers, signs, and other material from the 1978 school board election.

Series II.  Publications, 1974-1991.   .05 linear ft.  (2 folders).
Arranged chronologically.  Newspaper articles, newsletters, brochures relating to various aspects of Mr. Kelley’s endeavors.

Series III.  Correspondence, 1977-1991.   .02 linear ft.  (1 folder).
Arranged chronologically.  Correspondence relating to the school board, real estate, and LINKS, INC.

Series IV.  Photographs, 1972-1984.   .02 linear ft.  (1 folder).
Arranged chronologically.  Photos of the members of the school boards on which Mr. Kelley served, and photos of Mr. Kelley and the Kelley family.

Series V.  Certificates, 1972 and 1992.   .06 linear ft.  (1 folder).

Scope and Content Note

     The collection is divided into five series, which are housed in six folders in one manuscript box.  Series I is made up of campaign material such as campaign fliers, mailers, a rough draft of a speech, and other material related to the 1978 IISD School Board election.  A campaign yard sign has been placed in Oversize Box 1.
     Series II is made up of newspaper clippings addressing primarily the 1980 alcohol referendum election in which Mr. Kelley was head of Citizens for Irving, a group opposed to alcohol sales.  There are also a number of articles relating to the Irving School Board. 

     Series III consists of six pieces of correspondence addressing school board, LINKS, INC., FCA, and real estate matters.  Series IV is made up of group photographs of the members of the IISD school boards on which Mr. Kelley served and photos of Mr. Kelley and the Kelley family.  Series V is made up of election certifications, an oath of office, and a certificate of appreciation from the Rotary Club.

     The collection was in no discernable order when received.  The processing archivist created the order of the collection.  The newspaper articles have been photocopied on acid-free paper.  The original newspaper articles have been kept and placed in the back of the folder behind an interleaving sheet.  All of the photographs, except the black-and-white photo of Troy Kelley and the school board picture from 1972-73, are copies.

Provenance Statement

     The Troy Kelley Papers, accession number 9900-121, were donated to the Irving Archives by Troy and Bonnie Kelley in June 2000.  Prior to their donation to the Archives, the material was in the possession of Troy and Bonnie Kelley.

Contains an election flier for Troy Kelley from the 1978 IISD School Board of Trustees election; campaign letters from the Kelley campaign to voters; a “Let’s Keep Kelley” campaign postcard; a handwritten rough draft of a speech to the PTA; a Pat Norman campaign flier (Mr. Kelley’s opponent in the 1978 election); IISD School Trustee election precinct return talley sheets from the 1978 election; and a precinct tally sheet from the 1978 City Council, Place 4, race between Norma Stanton and Cliff Shasteen. Also included in the file are layout and design ideas for Mr. Kelley’s 1978 campaign flier.  A Kelley campaign yard sign has been placed in Oversize Box 1.

Series II.  Publications, 1974-1991

Contained in the file are newspaper articles relating to the liquor referendum election of 1980; an article about the 1978 IISD election results; and a political ad for Troy Kelley.  Also contained in the folder are a four-page section containing articles about Irving schools; and three half-page articles entitled “Your School Board,” which consist of individual pictures of the board and a brief explanation of the board’s purpose and duties.  The file also contains individual clippings relating to LINKS, INC., and various other activities in which Troy Kelley was involved.

  3     Newsletters and Printed Material, 1979-1984
Contains a Fellowship of Christian Athletes Circle D Newsletter containing an article by Troy Kelley, 1979; an IISD News newsletter containing an article written by Mr. Kelley, 1984; and a foldout from the IISD explaining the IISD school board meeting process, 1983.  Also included is a copy of the program from the Fellowship of Christian Athletes 6th Annual Tom Landry-FCA Open golf tournament, 1983.

Contains six pieces of correspondence: a letter thanking Mr. Kelley for attending the Nimitz High School graduation, 1977; a letter soliciting support for Pat Norman in the 1978 IISD school board election; a letter to Mr. Kelley addressing the resolution of a real estate deal, 1982; a letter thanking the Kelleys for their participation as a sponsor in the Tom Landry/FCA golf tournament, 1983; a letter to prospective parents about LINKS, INC.’s role in adopting Romanian orphans, n.d.; and a press release announcing LINKS, INC.’s launching of the “Seeds for Blessing” program to ease food shortages in Romania, n.d.
