Historical Sketch

     The Irving City Council of P.T.A.s (now the Irving Independent School District Council of P.T.A.s) held its first meeting on March 24, 1954.  At the meeting, the club’s constitution and by-laws were adopted, and officers were elected and installed.  The first president of The Irving City Council of P.T.A.s was Lorene Lucas Looper. 

     The council coordinates the activities of the local P.T.A.s or “units” and helps them to meet their needs and address their problems.  It provides “inspiration, information and instruction” to the local units.  The council also sends representatives to state and national P.T.A. conferences.

     Through the years, the association has met once a month during the school year.  Today (2006), the council meets on the fourth Wednesday during the months of September, October, December, February, March, and May.  The organization is a member of the Tenth District of the Texas Congress of Parents and Teachers, a branch of the National Congress of Parents and Teachers.

     Membership in the Irving council consists of representatives from the P.T.A.s of each of the individual IISD schools.  When the council was founded in 1954, Irving had seven local units and another to be created with the opening of a new school during the next year. In 2002-2003, the council had 25 local units in its membership. Regular council meetings are attended by council officers and chairmen, and the principals, presidents, and two elected delegates of each local P.T.A.

     During the 1991-1992 school year, the organization changed its name from the Irving City Council of P.T.A.s to the Irving Independent School District Council of P.T.A.s (Irving ISD Council of P.T.A.s).

Scope and Content Note

     The Irving Independent School District Council of P.T.A.s Records is arranged in four series and housed in four cubic foot boxes, one ½-size manuscript box, one flat box, and space on the flat items shelves.  Series I consists of nineteen scrapbooks put together by the organization’s historians. The scrapbooks span the years 1954-2003. There are significant gaps in the chronology of the books, especially from the 1970s, 1980s, and 1990s.  The books document the yearly activities of the council through newspaper clippings, photographs, newsletters, rosters, program schedules, state convention material, yearbooks, and annual reports.  The early scrapbooks rely on newspaper clippings to document events, while the later books rely more heavily on photographs.

     The items in Scrapbook 3, 1965-1966, had detached from the pages.  The processing archivist reassembled the entire scrapbook.  Scrapbook 15, 1994-1995, also underwent some reassembly.  Some of the items in the remainder of the scrapbooks have come loose or yellowed with age, but otherwise the volumes are in good condition.

     Series II is made up of five volumes of minute books.  The books contain the complete minutes of the executive board meetings and the general membership meetings of the council from 1954-1984.  In some cases, the minutes are handwritten, and in others they are typed.  The typed minutes are on typing paper that is glued or stapled onto the pages of the minute books.

     The cover had separated from Volume 5 of the minutes. The processing archivist reattached it.  The remainder of the minutes volumes are in good condition.

     Series III consists of two oversize scrapbooks that detail activities from throughout the school district.  These volumes are not part of the Irving ISD Council of P.T.A.s yearly activity scrapbooks.  The volumes are made up of newspaper articles concerning student activity at the various Irving elementary schools, middle schools, and high schools.  They also contain articles regarding school administration, school policies, faculty activities, and the actions of the school board of trustees.  Volume 1 covers from Jan. 1970 to Dec. 1971. Volume 2 covers from Jan. 1972 to Jan. 1973.  The volumes are in good condition.

     Series IV is made up of six treasurer’s ledger books, 1976-1996 and one special activities ledger book, 1989-1997. The volumes contain information on the groups expenses and fund raising activities.
  
Provenance Statement

     The records of the Irving ISD Council of P.T.A.s were donated to the Irving Archives in four accessions. Accession 85-17 was donated in 1985; accession number 0304-294 was donated on September 2, 2004;  accession number 0405-130 was donated April 21, 2005; and accession number 0607-133 was donated July 20, 2007.  Prior to its donation to the Irving Archives, the material was in the possession of organization members.

The scrapbook is labeled 1954-1956, but it contains information from the 1954-1955; 1955-1956; and 1956-1957 school years.  The 1954-1955 section of the scrapbook contains information on the establishment of the organization.

The scrapbook is labeled 1960-1964, but it contains information from the 1960-1961; 1962-1963;
1963-1964 and 1964-1965 school years.  There is a note in the scrapbook requesting that the 1961-1962 material be inserted, but the material is not in the book.

Contains information from the 1965-1966 school year. All of the material in this book had come loose from the pages; it was reattached by the processing archivist.
